  • Participating Organizations

    • "Participating Organizations" are universities and Inter-University Research Institutes, and "Cooperating Organizations" are research institutes, companies, local governments, etc. *Register with the Coalition as an organization.
  • General Meeting (Summit)

    • Representatives of participating organizations (presidents, etc.) gather once a year. *Use of online meetings, etc.
    • As the highest decision-making body, it makes resolutions on Coalition policies, rule changes, etc.
    • Receives activity reports from WGs, compiles and disseminates information on the status and direction of Coalition activities, etc.
    • The General Assembly is chaired by a representative of the Coalition Secretariat.
  • Steering Committee

    • The basic members of the Steering Committee are representatives of universities that intend to participate in governance (i.e., those participating in the Preparatory Committee), relevant ministries and agencies (Ministry of Education, Culture, Sports, Science and Technology; Ministry of Economy, Trade and Industry; and Ministry of the Environment), and the Coalition Secretariat. The meeting will be held about twice a year.*Additional members may be added by a resolution of the General Assembly, including organizations that wish to become members of the Steering Committee ex post facto.
    • The WGs shall manage and operate the Coalition based on the rules and policies decided by the General Assembly. It also has the role of facilitating cooperation among the WGs.
    • Each member has a WG, etc. (General Assembly and each WG) in charge, and oversees the activities of each WG, etc. as a WG-specific steering committee. * The WG-specific steering committee meetings are held as necessary.
  • Working Groups

    • Participating and cooperating organizations register one or more faculty members as a WG member.*Registration in multiple WGs and participation in WGs other than the one you are registered with are also possible.
    • WG members meet two to four times a year to conduct activities in line with their respective missions.
    • The WG-specific steering committees manage operations in cooperation with the secretariat.
    • The establishment, revision, or abolition of a WG is subject to a resolution of the General Assembly, based on a proposal by a participating organization.
  • Research Teams

    • Research teams attached to WGs conduct research activities in accordance with their themes and share the results with the WGs.
    • The researchers in the research team are separate from the WG members and are not limited to representatives of participating and cooperating organizations.
  • Secretariat

    • The secretariat shall, in consultation with the Steering Committee, handle administrative tasks such as organizing the General Assembly.
